This announcement constitutes a Sources Sought for information and planning purposes only. The Amphibious Construction Battalion Two (PHIBCB TWO) requires Seabee Technical Maritime Welding Skills / Sustainment Training in accordance with the DRAFT Performance of Work Statement (PWS). The anticipated period of performances for trainings, if awarded, would fall in a twelve (12) month period, beginning in February 2018. The Fleet Logistics Center, Norfolk, Virginia is seeking information on qualified and experienced sources to provide Technical Maritime Welding Skills / Sustainment Training services listed in the DRAFT PWS in an effort to derive a contract vehicle that will provide qualified training for PHIBCB TWO in the following areas: o OSHA Maritime o Cableway Installation and Repair o Cableway Inspection o Basic Blueprint Reading o Fall Protection o Shielded Metal Arc Welding (SMAW) Qualification o Gas Tungsten Arc Welding (GTAW) Qualification o Pipe Brazing Qualification Services shall be delivered within 50 miles of PHIBCB TWO located at 1815 Seabee Drive, Virginia Beach, VA, 23459. Refer to the DRAFT PWS for additional information. Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals: a contract/task order will not be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The anticipated NAICS Code for this requirement is 611513, Apprenticeship Training, and the Size Standard is $7.5 million. Reponses to this Sources Sought request should reference ‘N0018919Q0073 Sources Sought Notice’ and shall include the following information: 1. Company name, Contractor and Government Entity (CAGE) Code, address, point of contact name, phone number, fax number and email address. 2. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Service Disabled Veteran-owned. 3. Capability statement displaying the contractor’s ability to provide the services, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Past performance information must include contract numbers for each contract referenced in the response to this sources sought for verification purposes. 4. An estimated Rough Order of Magnitude (ROM); assume for the full twelve-month period training will be held biannually using the maximum number of students as stated in the PWS for courses. 5. Other Government vehicles (contracts) that may issue orders for the required services. (ie. GSA, etc.). 6. Include any other supporting documentation desired. 7. Please include any questions or concerns you have in regards to this requirement. Responses to this notice must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages in no less than 12 font size. Responses shall be emailed to Elysia Allen at Elysia.Allen@navy.mil by 1100 EST on 2 January 2019. Response received after this time and date will not be reviewed. Again, this is not a request for a proposal. Respondents will not be notified of the results.
