The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office is issuing this sources sought synopsis as a means of conducting market research and notifying industry of our intent to issue a sole source Modification under Contract N00189-18-C-Z086. The result of this market research will contribute to determining the method of procurement. Under Contract N00189-18-C-Z086, CEL and Associates, Inc. (CEL) provides Resident Satisfaction Surveys and Housing Finding Surveys support services. The Government intends to increase the scope of work for this Contract through a sole source Modification to include the housing residents residing in Public Private Venture (PPV) housing in options two, three, and four. Specifically, CEL will provide an impartial third party Resident Satisfaction Survey for Privatized Military Housing occupants. CEL currently provides housing survey support to the Navy owned and leased housing under Contract N00189-18-C-Z086. The sole source Modification will require that CEL provide the same services to the residents of the Privatized Military Housing to comply with the National Defense Authorization Act (NDAA) for Fiscal Year 2020, section 3058, requiring all Military Services to use the same standardized satisfaction survey for tenants of military housing, including privatized military housing and OSD guidance. THIS IS NOT A SOLICITATION. This request for information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. Interested parties who consider themselves qualified to provide these services are invited to respond to this sources sought notice by close of business on 4 August 2020.
