This announcement constitutes the solicitation only; quotes are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number for this requirement is N00189-20-R-Q006. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04/01-15-2020 and DFARS Publication Notice 20200114. The Governments intends to issue a Firm-Fixed Price (FFP) purchase order. This is a competitive small business set-aside solicitation. The Small Business Office concurs with the set-aside determination. This combined synopsis/solicitation is set-aside for small business concerns. The North American Industry Classification System Code (NAICS) is 541519, with a Small Business Size Standard of $30M. The Product Service Code (PSC) is 7030. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk is currently conducting market research to locate capable, experienced, and interested potential sources to provide Data Analytics Tool/Software. NAVSUP FLC Norfolk is seeking information concerning the capability of contractors to provide a collaborative platform that allows for both self-service analytics and the operationalization of machine learning models in production. At a minimum requirement, the platform should allow for both "coders" and "non-coders" to be able to conduct advanced analytical techniques such as: machine learning, pattern matching, forecasting, cluster analytics, visualizations and various types of advanced algorithms. The platform must be collaborative in that it brings ease and efficiency (automated machine learning) to everyone in the data-to-insights process, including analysts, data scientists, engineers, and business users with the ability to utilize a code or drag and drop user interface. The platform should provide seamless integration of data science functionalities and modules as well as providing a human centered interface in a scalable, technology agnostic platform. In addition, the specific minimum requirements must be met from an integration point of view: must be compatible with the following: IBM Netezza/IPS, LDAP/CAC Authentication, Various Programming Languages (R, Python, SQL, Scala) and ability to push down processing to the database. Upon review of industry response to this Sources Sought Notice, the Government will determine whether to issue a solicitation on a sole source basis, small business set-aside, or via full and open competition. For the purposes of this notice, the applicable North American Industry Classification System (NAICS) Code is 541519 – Other Computer Related Services. The size standard is $30.0. All interested contractors shall provide the following information: 1. Company name, address, point of contact name, phone number, and email address. 2. Company Size (Small Business, Woman Owned Small Business, Service Disabled Veteran Owned Small Business, Economically Disadvantaged Small Business, etc). 3. Contractor and Government Entity (CAGE) Code. 4. Other Government contracting vehicles that may be used to issue orders in support of this requirement. (i.e. DoD ESI, GSA GWAC, NASA SEWP). 5. Statement as to whether or not the contactor has an active registration in the System for Award Management (SAM, www.sam.gov). 6. Statement of Capability with the following: a. Complete the attached "Data Analytics Tool/Software -- Contractor Capability Supplemental Worksheet" b. List at least two (2) previous contracts for Data Analytics Tool/Software issued by Department of Defense. c. Relevant past performance on the same/similar work within the last 5 years. Please include in the past performance information the contract numbers, dollar value, period of performance or delivery schedule, and point of contact for each contract referenced in the response to this sources sought. d. Include any other supporting documentation. e. Any questions or concerns you have in regards to this requirement.
