Technical evaluation of offeror's quote will consist of technical capability to provide and perform services requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Also, the Government will make a "Best Value" award that consist of Technical Capabilities, Past Performance, and Price. All requested information must be provided for quote to be responsive. **Quotes should reflect pricing on all items for consideration. A published price list must be included with the quote.
