A Technical Evaluation of vendors quote will consist of technical capability to provide and perform specifications of service requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration. Must provide proof of capability to provide McGraw Hill Online Insitutional SIte Licenses as requested on the attached RFQ. The information identified in Section M on the page 33 of the RFQ must be included in your response. The government will make a Best Value award for this requirement and will be All or None. Evaluation factors include: technical, past performance, and price. This information will be used during the evaluation process.
