If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration (NO PDF Files), the quote can be accepted in a locked word document. All other documentation PDF’s are acceptable. The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a “Best Value” award with 1st consideration to vendors with technical merit. This requirement will be issued as a “Best Value” requirement. Evaluation factors include: technical merit, past performance, and price. Additionally, the government reserves the right to make an “all or none” award.
