Techni... **This is a FY21 requirement and will start on 10/01/20** This solicitation is unrestricted for full and open competition to businesses that are registered in SAMS(System for Award Management). Technical evaluation of vendors quote will consist of technical capability to provide and perform specifications requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. The Contractor shall be fully qualified / authorized by the Original Equipment Manufacturer (OEM) in the repair of all equipment listed within this contract. Contractor shall maintain current qualifications throughout entire contract period. Qualification includes but not limited to the certification of all repair persons and repair facilities by the OEM as being trained / qualified to perform required repairs. If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration (NO PDF Files), the quote can be accepted in a locked word document. All other documentation PDF’s are acceptable. The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a “Best Value” award with 1st consideration to vendors with superior past performance. This requirement will be issued as a “Best Value” requirement. Evaluation factors include: Technical Capabilities / Technical Approach, Past Performance, and Price Evaluation. Additionally, the government reserves the right to make an “all or none” award.
