This solicitation is restricted as a Small Business Set Aside for businesses that are registered in SAMS (https://sam.gov/portal/SAM/). A Technical Evaluation of vendors quote will consist of technical capability to provide and perform specifications requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration (NO PDF Files), the quote can be accepted in a locked word document. All other documentation PDF’s are acceptable. The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a “Best Value” award with 1st consideration to vendors ability to meet the specifications itedentifed in Section C. This requirement will be issued as a “Best Value” requirement. Evaluation factors include: past performance, ability to meet specifications identified in Section C of RFQ, price. Additionally, the government reserves the right to make an “all or none” award.
