This solicitation is unrestricted for full and open competition to businesses that are registered in SAMS(System for Award Management). Requirement is to be awarded on a Brand Name or Equal basis in accordance with FAR 52.211-6.Technical evaluation of vendors quote will consist of technical capability to provide the requested material and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. Quotes should reflect pricing on all items for consideration (NO PDF Files), the quote can be accepted in a locked word document. All other documentation PDF’s are acceptable. The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a “Best Value” award with 1st consideration to vendors with technical acceptability. This requirement will be issued as a “Best Value” requirement. Evaluation factors include: Technical Capabilities / Price, and Delivery. Additionally, the government reserves the right to make an “all or none” award. *Quotes should reflect pricing on all items for consideration. A published price list must be included with the quote. **Memo to Vendor: If quoted items are part of a promotion vendor must give the date that the promotion will end.
