If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Requirement to be awarded based on a Best Value Analysis and vendors quote will be evaluated based on technical capability to provide supplies, delivery capability, price and past performance. Quotes should reflect pricing on all items for consideration The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a "Best Value" award with 1st consideration to vendors with superior past performance. This requirement will be issued as a "Best Value" requirement. Evaluation factors include: technical capability to meet specifications identified in Section B of RFQ, Price, Delivery, and Past Performance. Additionally, the government reserves the right to make an "all or none" award. **Memo to Vendor: If quoted items are part of a promotion vendor must give the date that the promotion will end.
