This requirement has been extended 3 days due to new information posted **This is a FY20 requirement and will start on 10/01/19** This solicitation is unrestricted for full and open competition to businesses that are registered in SAMS (System for Award Management). The requirement is being solicited as Single Gene Tests (for single genes and panels that do not include BRCA 1/2 genes). Specialty testing to be performed at testing facility providing mail out services for specimens. Period of Performance: 01 October 2019 - 30 September 2020 Must have capability to perform a wide range of single gene testing and panel tests as requested by Naval Medical Center Portsmouth. Testing will be requested at a minimum but not limited to the following clinical areas Cardiology, Neurology, Hereditary Cancer, Non-Malignant Hematology, Metabolic, Newborn Screening & Immunology, Pediatric, and Rare Disease. See Section C of the RFQ for the Performance Work Statement for what will be required by the Government for this requirement. A Technical Evaluation of vendors quote will consist of technical capability to provide and perform specifications requested as per Section B and the Performance Work Statement. The offer must be found technically acceptable by Naval Medical Center Portsmouth after review. If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration. The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a "Best Value" award with 1st consideration to vendors with superior past performance. This requirement will be issued as a "Best Value" requirement. Evaluation factors include: past performance, ability to meet specifications identified in Section C of RFQ, price. Additionally, the government reserves the right to make an "all or none" award.
