It was found that CLIN Items 0002, 0003, and 0004 are showing on the Federal Supply Schedule while CLIN Items 0001, and 0005 are considered open market, see RFQ attachment. Please in response identify on quote which items are being offered through FSS and or Open Market, provide quote accordingly. A Technical Evaluation of vendors quote will consist of technical capability to provide and perform specifications requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration with items identified as per above. The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a "Best Value" award with 1st consideration to vendors with superior past performance. This requirement will be issued as a "Best Value" requirement. Evaluation factors include: Technical Capability to provide requested supplies, price, and delivery availability.
