The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to award a firm fixed-price level of effort contract for surveys, inspections, record keeping, and maintenance oversight to be performed by FULLY QUALIFIED American Bureau of Shipping (ABS) certified Surveyors during engineering inspection regimes performed onboard TSV-1 Prevail, TSV-2 Hugo, TSV-3 Hunter, TSV- 4 Narragansett, and TSV-5 Vindicator. Prevail, Hugo, Hunter, and Narragansett are homeported at JEB Little Creek, VA while Vindicator is currently moored at Inactive Ships Facility, Beaumont, TX. In 2003 United States Fleet Forces (USFF) and Carrier Strike Group 4 (CSG-4), custodian of these vessels, established the requirements that all fleet training support vessels operated by CSG-4 adhere to the ABS oversight standard used for all non-combatant and commercial vessels and that they shall remain under ABS oversight. Because of the ABS requirement, no other entity can be responsive. Therefore, NAVSUP FLC Norfolk finds that the ABS requirement precludes competition for this contract and intends to make a sole source award. Any potential contractor capable of demonstrating that it is qualified to perform the work to the required standards and that wishes to make a competitive bid for the contract should submit a capability statement in SAM.gov prior to the closing of this solicitation. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to the award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. The North American Industry Classification System (NAICS) code for this acquisition is 336611 – Ship Building and Repairing.
