Award will be made on a lowest price technically acceptable, firm-fixed-price basis, and all costs—including shipping/freight to Dahlgren, VA 22448-5114—must be included in the quoted price as separate line items, with no additional costs after award. Offerors must be SAM-registered, quotes that take exception to the solicitation terms will be rejected, and published or historical pricing is encouraged to support price reasonableness.
