A previous Sources Sought Notice was issued under N0017823Q4404. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to issue a solicitation for a sole source, follow-on, Indefinite Quantity Indefinite Delivery (IDIQ) contract with Tex-Tech Engineered Composites (TTEC) to the fabrication of tape-wrapped carbon phenolic (TWCP) heatshields for certification of heatshield production for both the existing Navy SLBM Reentry Systems (Mk4 & Mk5), Programs of Record in development (Mk7), and for future programs, the enduring development and fabrication of thermal protection system (TPS) materials and components (including heatshields, control surfaces and backpacks) for future/advanced Navy reentry systems and flight test experiments, and the acquisition of equipment and tooling required for the production of these materials. A draft Statement of Work (SOW) is attached to this notice. This requirement will be solicited in accordance with the authority of 10 U.S. C 2304 (c) (1) and FAR Part 6.302-1(a)(2)(iii), “Only One Responsible Source”. The support is currently being provided to the Navy under contract N00178-20-C-2400 by TTEC, 572 Cassell St. Winston Salem, NC 27107-4136. It is anticipated that the solicitation will be issued on or around 18 October 2024 and will be open for at least 30 days. Contract award is anticipated approximately around 18 June 2025.
