This is a synopsis for notice of intent to solicit and award to Viginia Tech University, as supplemented with additional information included in this notice. The NSWCDD, Workforce Development, has a requirement to procure training specialized in AI and ML that builds from a Level 200 AI/ML to a Level 500 AI/ML and an Executive Level. Each training course shall build off one another and shall equip engineer leaders with the ability to apply AI/ML in high-level decision-making that aligns with NSWCDD’s mission and goals. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. The Virginia Tech National Security Institute (NSI), who will provide this training, is uniquely able to address NSWCDD’s needs through their extensive partnerships with NSWC and Director of Operational Test and Evaluation (DOT&E). This relationship enables VA Tech NSI to deliver context focused on AI/ML classes uniquely tailored to our workforce’s needs. Commercial vendors providing a more general curricula will lack the in depth knowledge of Department of Defense (DoD) required to support weapons systems certification and accreditation. Weapons systems certification and accreditation have unique characteristics that pose technical and operational challenges. The transition from the deterministic weapons systems and combat systems to stochastic weapons systems is a critical inflection point for the Navy and is not a generalizable problem. There are no other establishment outside of weapons systems certification with the same requirements. The closest analog would be a company specifically focused on AI/ML training for self-driving automobiles. For this reason, NSWCDD recommends that this requirement is sole-source and not made available to commercial training vendors without weapons systems pedigrees.
