DESCRIPTION: The Naval Surface Warfare Center, Dahlgren Division, Dam Neck Activity (NSWCDD DNA), is seeking proposals for the procurement of hardware in support of the AN/SPQ-15(V) Data Distribution System (DDS) programs. This hardware procurement will provide standard data and distribution systems from radar sensors to navigational and tactical displays, as well as durable and reliable state-of the-art switchboards, decoders, converters, and switches. It also includes upgrades for existing AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS) and DDS installations. PROPOSAL DUE DATE: Proposals must be submitted as specified within Section L of the solicitation. They shall be submitted on or before the date and time specified in Block 9 of Page 1. Late proposals will not be eligible for award. CRITICAL DATES: This Solicitation represents the Government's requirements and shall be the governing document. All questions regarding this requirement shall be submitted in accordance with the instructions listed within the solicitation. The questions and answer period is provided in Section L. The estimated date of award and proposal validity date are also provided in Section L. ADVANCED NOTICE: A Sources Sought was posted on 02 September 2020 and a Draft Solicitation was originally posted on 25 January 2022 with the most recent update on 24 August 2022 for this requirement. Offerors may access all pertinent information via the Sam.gov portal under the Opportunities titled “AN/SPQ-15 Data Distribution System Production". COMPETITION APPROACH: This requirement is currently designed as a Small Business set-aside in accordance with FAR Subpart 6.2, Full and Open Competition after Exclusion of Sources. INCUMBENT CONTRACTOR: Frontier Electronic Systems Corp. CONTRACT TYPE: The Government contemplates the issuance of a single award IDIQ contract with Firm-Fixed-Price, Cost-Plus-Fixed-Fee, and Cost Reimbursement ordering provisions resulting from this solicitation. GENERAL INFORMATION: Notification of any changes to the Solicitation (Amendments) shall be made only on the Sam.gov website. Therefore, it is the Offeror's responsibility to check the internet sites daily for any posted changes to the Solicitation. NSWCDD uses electronic commerce (EC) to issue Solicitations and amendments. Paper copies of the Solicitation will not be provided. Instructions on how to request the Technical Data Package (TDP). To obtain the TDP documentation and drawings, interested companies shall submit an intent to bid, provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. In addition, interested companies must complete the Unclassified Terms of Use Agreement. Summary of Requirement The Government is issuing this Pre-Solicitation Synopsis for products and services to include production of hardware in support of the AN/SPQ-15(V) MK 6 MOD 1 Data Distribution System (DDS) programs. This procurement will address the need for the procurement of hardware in support of the AN/SPQ-15(V) Data Distribution System (DDS) programs. This hardware procurement will provide standard data and distribution systems from radar sensors to navigational and tactical displays, as well as durable and reliable state-of the-art equipment. It also includes sustainment for existing AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS) and DDS installations. Contract Type: The Government plans to award one D-Type contract. The Government contemplates Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) for DDS Hardware production, Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) CLINs for Engineering Support Services, Cost-only ODC CLIN (travel only); and Not Separately Priced (NSP) CLINs for data deliverables. An Organizational Conflict of Interest (OCI) clause as defined by FAR 9.505 will be included in the resultant solicitation and contract. Period of Performance: The resultant contract award will have a five-year ordering period. Competition Approach: This requirement is currently designed as a Small Business set-aside in accordance with FAR Subpart 6.2, Full and Open Competition after Exclusion of Sources.
