The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a Firm-Fixed-Price contract for noncommercial items on a sole source basis with Kearfott INS, 19 Chapin Road, Building C, Pine Brook, NJ 07058-9385. The proposed procurement is for a quantity of two (2) each INS SEANAV units, model K600A379-32, with an integrated Rockwell Ground-Based Global Positioning System (GPS) Receiver Applications Module (GB-GRAM) Selective Availability Anti-Spoofing Module (SAASM) L1/L2 GPS Card. There is no other manufacturer which makes and sells an inertial navigation system (INS) that meets the requirements for the program these are intended for. The unit is built and tested to meet Military (MIL) standards with the size and weight of the lens required for needed functionality. This INS’ accuracies and interface abilities are patented and yet to be manufactured elsewhere. This notice of intent is NOT a request for competitive proposals, as the Government intends to solicit and negotiate with only one source. However, all responsible sources may submit a capability statement, proposal, or quotation in response to this synopsis which shall be considered by the Government. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. Phone call responses will not be accepted. This requirement will be awarded in accordance with the authority of 10 U.S.C 2304 (c) (1) and FAR 6.302-1. Delivery will be the 12 months after receipt of order.
