Synopsis/Solicitation N0017821RC605 is issued as a Request for Proposal (RFP). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Weibel Scientific A/S from Denmark for the following manufactured products: A QTY of (2) Tracking Radar Systems, Supporting Accessories and spare parts. Weibel Scientific A/S from Denmark is located in Leesburg, VA. This specific radar and supporting accessories/software is required to ensure compatibility and interface with existing equipment and capabilities, and to obtain consistent data across past and future testing. A radar system from another manufacturer would require replacement of the existing system, re-design and extensive testing, retraining of personnel and research and testing to develop new operating and maintenance procedures, resulting in an additional costs in excess of $2,000,000.00. The required acquisition systems are exclusive to Weibel Scientific A/S from Denmark. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 2 March 2021, no later than 12:00PM EST.
