This amendment incorporates the following changes: Section C - DESCRIPTIONS AND SPECIFICATIONS - Subsection C.14 - ORGANIZATIONAL CONFLICT OF INTEREST (OCI) - has been revised. Section I - CONTRACT CLAUSES - clauses have been updated to most recent versions; required clauses incorporated by reference and in full text. Section L - INSTRUCTIONS, CONDITION AND NOTICES TO BIDDERS - The following subsections have been updated: Subsection 2.4, adds item "h". Subsecton 3.13, clarifies when to complete PART A and B of Attachment J.3. Subsection 4.2, includes the use of Adobe and additional font.
