Pre-solicitation Synopsis No. N0017822R4401 is issued in advance of an upcoming/planned solicitation in support of the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). This requirement will be Set-Aside 100% for Small Businesses. Only Small Businesses will be eligible for award. The set-aside is subject to FAR 52.219-14 DEVIATION 2020-O0008. NSWCDD intends to procure, on a competitive basis from a Small Business, Risk Management Framework (RMF) security authorization package creation and maintenance as described in the attached draft Performance Work Statement (PWS) and other associated attachments. NSWCDD intends to issue a solicitation for a single contract, on a Firm-Fixed-Price (FFP) basis for commercial services related to RMF package creation and maintenance as described in the attachments hereto. An Industry Day is not planned for this requirement, at this time, due to the ongoing health crisis. As a result, the Industry Day slide show, which would be briefed at an Industry Day, is provided as an attachment hereto. The Government may consider holding an Industry Day, if the environment changes and allows for it, prior to the issuance of the official solicitation. It is anticipated that the solicitation will be issued on or around 17 November 2021 and will be open for at least 30 days. Contract award is anticipated approximately around 23 January 2023. It is anticipated that an award against the upcoming solicitation will be made based on Best Value Tradeoff. The final award basis and Factors will be identified in the official solicitation.
