It is understood that this is the single point of entry for posting of synopsis and solicitations to the Internet. Solicitation N0017821R4403 has been amended to specify the Small Business Subcontracting Plan requirement. The evaluation factor and submission instructions for the Small Business Subcontracting Plan are provided in section L and M. Prospective Offerors must respond on or before May 31, 2021. The changes are in red font. Changes were made in General Information and sections L.1.3, L.2.5, and section M. The proposal due date in response to this solicitation is NOT extended. The amendment is attached. The Government intends to solicit and negotiate a single award Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) contract. The resulting contract from this solicitation will consist of one five (5) year ordering period. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached Standard Form 33 (SF33). The SF33 form is being utilized to generate the applicable clauses from the Standard Procurement System. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks a contractor to provide technical and management support services for the Asymmetric Systems programs and projects. Support provided shall include research, development, engineering, and technical support efforts covering the functional areas of program management, systems engineering, doctrine and tactical policy development, technology and concept exploration, system requirements definition and performance trade-off analysis, engineering design, development, test, and evaluation, low-rate and full-rate production, and logistics engineering. Tasking is further delineated in the Draft Statement of Work attached to this Solicitation Notice. Set-Aside: This requirement is not a small business set-aside. The solicitation will be completed as Full and Open Competition. Responsible, interested parties may submit a proposal which identifies their interest and capability. Contract award is anticipated on approximately 20 September 2021. Source Selection Procedures: Best Value source selection procedures will be employed. Incumbent: This requirement is a direct follow-on to Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract N00178-16-D-3002 with Southwest Research Institute.
