This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/Solicitation N0017820RC618 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF1449. The SF1449 form is being utilized to generate the applicable clauses from the Standard Procurement System. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Coleman Microwave Co. for the following items: P/N 622950 Rev H, SPQ-9B Transit Bandpass Filter, Qty 18; P/N 411200 SPQ-9B Receive Bandpass Filter, Qty 24; P/N 617830 Dual-Band TV-DTS without SPN-43 rejection, Qty 10; P/N 413450 Dual-Band TV-DTS with SPN-43 rejection, Qty 10; P/N 409475 Rev A, SPS-73 Bandpass Filter, Qty 25. Coleman Microwave Co. is located in Edinburg, VA.. The selection of an alternate source would cause the Government to incur additional time and cost for non-recurring engineering costs, which is estimated at four (4) weeks or 160 direct productive person hours and $2,000 per part for a total cost of $23,718.40 for each filter type. The introduction of any other manufacturer’s hardware will not allow the operators, or the fleet, to utilize the key applications developed for the existing hardware. The required filters are exclusive to Coleman Microwave Co. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM).
