Operation and execution are primarily focused in repairing, upgrading, and nonstructural construction in accordance with and not exceeding Category II of the Naval Facilities Engineering Command (NAVFAC) Engineering & Construction Bulletin Issue No.2006-04. -Amendment 0001 is issued to remove Mandatory Requirement 1: Facilitiy Security Clearance and Mandatory Requirement 2: Personnel Security Clearance. -Amendment 0002 is issued to clarify the requirements for Factor 2 - Past Performance.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to solicit a Firm-Fixed-Price (FFP), Multiple Award Indefinite Delivery/Indefinite Quantity Contract (MAC IDIQ). This is a new requirement and is a Total Small Business Set-Aside. This acquisition will provide facility repairs and renovations in multiple buildings, trailers, and labs at the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dahlgren, VA, Virginia Beach, VA, Wallops Island, VA, the Naval Observatory and Pumpkin Neck Annex Explosive Experimental location in King George, VA. Operation and execution are primarily focused in repairing, upgrading, and nonstructural construction in accordance with and not exceeding Category II of the Naval Facilities Engineering Command (NAVFAC) Engineering & Construction Bulletin Issue No. 2006-04. All such support shall be accomplished in strict accordance with all applicable Navy and local instructions, processes, and procedures. Nonstructural construction requirements will be identified in individual Task Orders. The resultant Multiple Award Construction Contract (MACC) will consist of a five year ordering period. The total magnitude of all construction projects covered by the MACC is between $25,000,000 and $100,000,000. Responsible sources may identify their interest and capability which shall be considered by the agency. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.
