This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR 13.5, as supplemented with additional information in this notice. Synopsis/Solicitation N0017820R2304 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is Set-Aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB). Only SDVOSB are eligible for award. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure, on a competitive basis from SDVOSB vendors, Risk Management Framework (RMF) security authorization packages as listed on the attached SF1449, Request for Quote, CDRLs and associated attachment. Please include any shipping/freight cost, as F.O.B. Destination to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR 13.5. The order shall be Firm-Fixed-Price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Best Value Tradeoff as described in the Source Selection Evaluation Factor attachment to the RFQ. In order to be eligible for award, Contractors must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 6 January 2020, no later than 4:00 p.m. EST.
