This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/Solicitation N0017820Q6945 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Brand Name or Equal basis to Systel, Inc., Sugar Land, TX, 77478-2579,Systel's Ruggedized 2U Rackmount 6 Slot Industrial Computer - see attached requirements list. Awarding to any other manufacturer would result in the components being unusable by the Navy. Awarding to any other manufacturer would result in system redesign cost and require a minimum of six (6) additional months for functional change to software, not expected to be recouped through full and open competition. Please include shipping/freight cost to Virginia Beach, VA 23461. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. Systel, Inc. Reseller Letter(s) of authorization must be included with the quote to prevent your quote from being excluded. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Quote is due 13 August 2020, no later than 12:00 p.m. EST with an anticipated award date by 15 September 2020.
