The requirement is for DYNALEC Alarm Switchboards.The Alarm Switchboards will be used to detect changes in temperature, smoke, fluid levels and changes, such as open doors or hatches. In order to maintain uniformity, the new units must be compatible in all aspects (form, fit, and function). Based on input from NSWCDD Subject Matter Experts (SMEs), it was determined that usage of another brand would result in significant changes and redesign of the system. This would result in substantial duplication of costs, estimated at $200,000.00 and over 400 direct productive person hours to the government. These costs would not be recovered through full and open competition. Market research has determined that DYNALEC is a (small business under designated NAICS). Due to the Sole Source nature of this procurement, it is not eligible for small business set-aside. PSC Code 6320 and NAICS 334511 are being utilized.
