Synopsis/Solicitation N0017820Q6644 is issued as an intent to sole source. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis for (6 each) Mil-Std-1760E In-Line Fault Modules (PN: MSE00401) manufactured by Wintec Inc. Proprietary data limits competition. It was determined that no other manufacturer’s components will meet the Government’s minimum requirement. Any effort to duplicate the Mil-Std-1760E In-Line Fault Modules in-house would result in a duplication of costs to the Government. WINTEC, Inc is located in Navarre, FL 32566. Please include shipping/freight cost to Dahlgren, VA 22448 if applicable. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM).
