Synopsis/Solicitation N0017820Q6634 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) has a requirement to procure on a sole source basis, six (6) System ML short courses, SysML101 and SysML 201 over the course of 12-Months based on the government’s needs and the vendor’s availability to hold the classes at Dahlgren, VA. See the attached SF18, Request For Quote. The Georgia Institute of Technology (located in Atlanta, GA), offers the only courses that specifically align with the tool that NSWCDD is using and the modeling language utilized. In addition, these courses are readily used by NAVAIR for all Model-Based Systems Engineering practitioners. The NSWCDD intends to align training with what other commands are offering and if another vendor was selected to provide similar training, the Government would not be able to recoup excess costs associated with the previous trainings held and man hours put into those trainings. Please include any shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission, please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 3 December 2019, no later than 12:00 p.m. EDT.
