The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis, one (1) TMX Multi-Channel Data Acquisition Chassis (win10) part number 42880030; one (1) 6-Channel Isolated Universal Input Module part number 32850000; and two (2) 16-Channel Non-isolated Differential Input Module part number 32850020 to Astro Nova Test & Measurement of Rhode Island at 600 Greenwich Avenue, West Warwick, RI. Astro Nova Test & Measurement is the original equipment manufacture and there are no authorized resellers. Use of another brand would require a stoppage of work in support of the Maritime Strike Tomahawk (MST) anti-ship development and the DDG-1000 Tomahawk WCS integration effort, leaving multiple critical mission specific requirements unfulfilled. It would result in unrealistic and unreasonable cost and time delay. Please include shipping/freight cost. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 30 August 2019, no later than 12:00 p.m. EST.
