Synopsis/Solicitation N0017819Q6994 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis from West Virginia University, for the purchase of Threat Engineering Support as listed on the attached SF18, and in accordance with the attached Contract Data Requirements List (CDRL), Data Item Description (DID), and DD254 Request for Quote. Attempting to award this effort to another entity would result in a duplication of cost to the Government of approximately $1 million in order to attempt to bring them up to the same technical level as WVU in this arena. This duplication of cost would consist of approximately 4,000 labor hours at a rate of $121.81 for a labor sum of $487,240.00 in addition to approximately $700k of unrecoverable material costs required to learn and understand the problem, complete technical negotiations with the organization and leadership on flight test options and approaches, time and materials spent developing unique scale model design for flight testing, analyzing and assessing instrumentation options, procuring and troubleshooting instrumentation approach chosen, instrumentation set-up, launch apparatus design, development and testing, flight test facility development, and acquisitions of highly-specific instrumentation. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM).
