This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N0017819Q6917 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Sole Source Basis from TSI, INC. 500 Cardigan Road Shoreview, Minnesota 55126-3903 the following equipment; Model Description Quantity 3160N Fractional Efficiency Filter Tester (115 VAC) without 3077 Neutralizers 1 3088 Advanced Aerosol Neutralizer (Soft X-ray) Gen 2 2 The current outdated system provides valuable data to compare various filter media, including fractional efficiencies and longterm dusting. The material must be compatible in all aspects (form, fit and function) with the existing filter test systems presently in operation. Without this system, the branch risks using ineffective and inaccurate measurements which negatively impacts the fleet by adding risk to the personnel relying on this data to perform Chemical, Biological and Radiological testing. The requested materials represent the minimum requirements of the government. Please include shipping/freight cost to NSWC INDIAN HEAD DIVISION Indian Head MD 20640. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. At time of proposal submission, please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 19 June 2019, no later than 4:00 p.m. EST with an anticipated award date by 20 June 2019.
