This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N0017819Q6813 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Brand Name Mandatory basis for MK 45 Hand Trucks, National Stock Number (NSN) 3920-01-152-7179, QTY. 2 assigned by Naval Sea Systems Command (NAVSEA)1333 Isaac Hull Ave SE, Washington, DC 20376. NAVSEA controls the design, characteristics, and production of the item by means of its engineering drawings, specifications and inspection requirements. These specific hand trucks are required to be modified using an adaptor that needs to integrate with the ammo being tested prior to shipboard deployment. The item is coded in the NSN system as a non-aviation Critical Safety Item (CSI) whose failure will result in serious damage to equipment or serious injury or death to personnel. The item must be procured from a qualified supplier to ensure it meets quality and reliability standards identified by NAVSEA. The requested material represents the minimum requirements of the government. Delivery is requested ASAP after date of award. For delivery date purposes on SF18, 30 days is being used. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 17 April 2019, no later than 4:00 p.m. EST with an anticipated award date by 30 April 2019.
