Synopsis/Solicitation N0017819Q6791 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Brand Name or Equal basis to Mezzo Technologies. The Ship Laser Microtube Radiator components required as part of heat exchangers belonging to Optical Dazzling Interdictor, Navy (ODIN) Laser System. These materials are required due to the ODIN program's use of cutting edge technology and prototypes that are advancing continuously. Substitution of another part would result in a duplication of cost and incur an unacceptable delay in the testing, fielding, and demonstration of the ODIN Laser System. Mezzo Technologies is located in Baton Rouge, LA. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Quote is due 3 April 2019, no later than 9:00 a.m. EST with an anticipated award date by 30 April 2019.
