It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis from Meso Scale Diagnostics (MSD), LLC, 232 1601 Research Blvd, Rockville, MD 20850-3126, as they have been determined to be the only source that can meet the requirement. MSD has exclusive patent, copyright, and licensing agreements for its proprietary SECTOR PR2 Model 1800. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM).
