This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N0017819Q6303 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Brand Name or Equal basis, the removal and replacement of 640 DataSafe HX Top Terminated Batteries, part number 12HX505, manufactured by EnerSys on the attached SF18, Request For Quote. Use of another brand would require new custom racks fabricated for the form and fit of new batteries within the Uninterrupted Power Supply (UPS) systems at an unrealistic and unreasonable cost and time delay. NSWCDD requires an exact replacement that will fit in the given rack/cabinet space, use the existing inter-cell connectors, match the existing battery's performance, while also providing the same warranty coverage. There are two additional PDF files detailing battery and warranty specifications required. The salient characteristics for this requirement are as follows: • 12V, Lead Calcium Batteries • Flame Retardant Jar • Dimensions: 13.3" L x 6.8" W x 10.7" T • Weight: 103lbs/ea • Terminal Type: M6 threaded Receptacle • High performance brass threaded receptacle • 119Ah @ 8 hour rate to 1.75vpc(volts per cell) • 506wpc(watts per cell) @ 15 minutes to 1.67vpc(volts per cell) • Warranty Requirements: 3 years Full and 7 years Pro-rata Please include shipping/freight cost of batteries. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 28 August 2019, no later than 5:00 p.m. EST.
