This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to issue a solicitation for a follow-on Cost-Plus-Fixed-Fee (CPFF) bridge contract with Tatitlek Training Services, Inc to continue non-personal administrative support services of day-to-day operations in support of the NSWCDD to include Dam Neck Activity and the Naval Observatory. This bridge contract will provide labor and travel support necessary for the continuity of critical administrative support services. This tasking is designated for 8(a) performance, therefore, the awardee must be an 8(a) Small Business. This requirement will be solicited in accordance with the authority of 10 U.S. C 2304 (c) (1) and FAR Part 6.302-1(a)(2)(iii), "Only One Responsible Source". The support is currently being provided to the Navy under Task Order No. N00178-10-D-6333-0003 by Tatitlek Training Services, Inc, 561 East 36th Avenue, Anchorage, Alaska (AK) 99503. As a follow-on to Task Order No. N00178-10-D-6333-0003, this bridge contract is necessary to provide the required support for continuity of critical day-to-day administrative services as a result of a GAO protest of the current competitive procurement which is now at a stop work. The previous contract, N00178-10-D-6333-0003, has no ceiling remaining, and therefore is not a viable source for interim support. There are eighty-three (83) full-time-equivalent (FTE) employees existing on the current Task Order with existing knowledge of NSWCDD processes, systems, and protocols which could not be immediately transitioned to a different Contractor prior to the end of the Period of Performance on the current Task Order. The resultant bridge contract will have a Base Period Period of Performance of ninety-six (96) days. Responsible sources may identify their interest and capability which shall be considered by the agency. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services. It is anticipated that the solicitation will be issued on or around 14 August 2019 and will be open for 10 days. Contract award is anticipated approximately around 10 September 2019.
