Solicitation Number - N00178-18-R-5003 Closing response date - 24 May 2018 @ 4:30 pm EST This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. The Naval Surface Warfare Center Dahlgren Division intends to award an Indefinite Delivery, Indefinite Quantity contract with Cost-Plus-Fixed-Fee Delivery Orders to a Small Business Concern, SimVentions, Inc. (Fredericksburg, VA). Description of work: The Contractor shall support operational capabilities, leverage and extend the tools and capabilities, and develop and deliver training upgrades to the AN/SLQ-32(V)X Tactical Simulator (TACSIM) tools and capabilities are tested and delivered in support of Navy training and Integration and Test (I&T). The anticipated ordering period of the contract is 5 years. A SOLICITATION WILL NOT BE POSTED. Based on previous market research conducted, the Government intends to proceed with this sole source action. The NAICS code is 541715. The size standard as defined by the U.S. Small Business Administration is 1,000. Current market research established that the Government's need may not be met by the type of item or service customarily available in the commercial marketplace that would meet the definition of a commercial item as outlined in FAR 2.101; therefore the procedures outlined in FAR Part 12 will not be used for this acquisition. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (See 10 U.S.C. 2304 (d)(1)(B).) All responsible sources may submit a capability statement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
