Product Service Code: R425 - SUPPORT- PROFESSIONAL: ENGINEERING/TECHNICAL NAICS: 541330: Engineering Services Place of Performance- Services to be performed hereunder will be provided primarily at Surface Combat Systems Center (SCSC) Wallops located at 30 Battle Group Way, Wallops Island, VA 23337. This synopsis is being posted to the System for Award Management website located at http://www.sam.gov. NSWC Dahlgren Division (NSWCDD) is synopsizing the requirement for a sole source bridge contract to take place at the Surface Combat Systems Center (SCSC) Wallops Island, VA. NSWCDD intends to issue a sole source solicitation for a follow-on Cost-Plus-Fixed-Fee (CPFF) with T-Solutions Inc. This bridge contract will provide labor, materials, and travel support necessary for the continuity of critical technical support services. The purpose of this sole source bridge is to provide support for management, engineering, operation, and technical expertise in support of the activation, operations, maintenance and engineering of equipment, systems and computer programs in support of all NAVSEA and PEO IWS missions supported by SCSC. This requirement will be solicited in accordance with the authority of 10 U.S. C 2304 (c) (1) and FAR Part 6.302-1(a)(2)(iii), "Only One Responsible Source". T-Solutions Inc., located at 860 Greenbrier Circle, Suite 600 Chesapeake, Virginia 23320-2663, Cage Code 3EZR6, is currently providing the support to the Navy under Task Order N00178-14-D-7979-0002. During the procurement process for the follow-on to Task Order No. N00178-14-D-7979-0002, there was a pre-award Government Accountability Office (GAO) protest for which the Government took corrective action and therefore the new award will not be completed before the POP end date of the current Task Order. This bridge contract is necessary to provide the required support for continuity of critical day-to-day technical support services at SCSC which will stop work on 30 November 2021. The current Task Order No. N00178-14-D-7979-0002 will have no Level of Effort remaining after 30 November 2021 and therefore is not a viable source for interim support. There are 68 full-time-equivalent (FTE) employees existing on the current Task Order with existing knowledge of the NSWCDD processes, systems, and protocols which could not be immediately transitioned to a different Contractor prior to the end of the Period of Performance (POP) on the current Task Order. The resultant bridge contract will have a POP of six (6) months. Responsible sources may identify their interest and capability which shall be considered by the agency. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services. It is anticipated that the solicitation will be issued on or around 25 October 2021 and will be open for 10 days. Contract award is anticipated approximately around 24 November 2021.
