This requirement will be solicited in accordance with the authority of 10 U.S. C 2304 (c) (1) and FAR Part 6.302-1(a)(2)(iii), "Only One Responsible Source". T-Solutions Inc., located at 860 Greenbrier Circle, Suite 600 Chesapeake, Virginia 23320-2663, Cage Code 3EZR6, is currently providing the support to the Navy under Task Order N00178-14-D-7979-0002. The proposed four-month Period of Performance of the requested Bridge Contract is 01 December 2021 - 31 March 2022. The Bridge Contract will include a two (2) month Base Period (01 December 2021 - 30 January 2022) and a two (2) month Option Period (31 January 2022 - 31 March 2022). The Surface Combat Systems Center (SCSC) Wallops Island, VA requires support for management, engineering, operation, and technical expertise in support of the activation, operations, maintenance and engineering of equipment, systems and computer programs in support of all NAVSEA and PEO IWS missions supported by SCSC. The SCSC provides live and simulated integrated warfare capabilities in net-centric, maritime environment to develop, test, evaluate and conduct fleet operations and training for the warfighter. The SCSC facilities include the SCSC Command Headquarters area, the Captain Eric L. Washam USN AEGIS Engineering and Training Complex, the Ship Self Defense (SSD) Facility, the Sensor Tower and the Wallops Island Engineering Test Center (WIETC). The AEGIS Complex provides support to AEGIS and Ballistic Missile Defense (BMD) Lifetime Support Engineering, Training, In-Service Engineering, Interoperability Testing, Engineering Initiatives, and Technical Research & Development required to maintain and upgrade the AEGIS and BMD 8.3 equipped fleet in war ready condition and fully capable of executing its mission. The SSD Facility provides support to Ship Self Defense System (SSDS) Lifetime Support Engineering, SSDS Training, SSDS In-Service Engineering, Interoperability Testing, Engineering Initiatives, and Technical Research & Development and fleet operations as an integral part of the critical path to successful engineering development and integration of combat system upgrades in the Navy’s aircraft carrier and amphibious shipbuilding programs and ship modernization initiatives. The Wallops Island Engineering Test Center (WIETC) is a major land-based integration site for Zumwalt Class Destroyer warfare elements and systems. The focus of the WIETC is Mission System equipment integration – linking live combat systems elements with the mission system in a controlled environment to verify end-to-end mission system performance. Risk will be reduced to the program by bringing together tactical hardware and software and testing fit and function of those systems necessary to validate performance prior to delivery of the first and subsequent DDG 1000 class ships. The SCSC Command Headquarters area consists of several buildings on the main base and provides support services to the Command such as Logistics, Admin, Finance, IT, and Security. This is a performance-based acquisition and is structured around the results to be achieved as opposed to the manner by which the work is to be performed. The quality and effectiveness of the services performed hereunder will be evaluated in accordance with the performance standards/acceptable quality and the evaluation methods described in Section E, Inspection and Acceptance, Quality Assurance Surveillance Plan.
