This is a Request for Information by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) located in Dahlgren, VA. NSWCDD is requesting information from vendors that provide VOIP services. This Request for Information (RFI) is published in accordance with FAR 15.201(e) and is for PLANNING PURPOSES ONLY. It does not constitute a Request for Proposal (RFP) or a commitment by the U.S. Government, nor should it be construed as such. Respondents are advised that NSWCDD is under no obligation to acknowledge receipt of information received or provide feedback to respondents with respect to any information submitted under this RFI. There shall be no basis for claims against the Government as a result of any information submitted in response to this RFI. The Government does not intend to award a contract on the basis of this RFI or reimburse RFI preparation costs incurred by any offeror when providing the information requested under this notice. The solution would provide VOIP telephony capabilities to the desktop, with voicemail, call forwarding, Caller ID, Call Hold, Remote Management, Three Way calling, and Conference Calling as minimum features for proposed system solutions. All VOIP communication will be unclassified, For Official Use Only (FOUO). VOIP telephone capabilities shall support 6000 personnel across 50 or more buildings. NSWCDD does not have any networks that could support a VOIP solution nor does NSWCDD want to own and maintain such a network. All solutions submitted must be self-contained from a provider standpoint. Responses to this RFI should include as much detailed information as possible. The response shall include the VOIP telephone capabilities and how VOIP will be structured in support of unclassified, FOUO. The response shall include the technical specifications such as; sizes and weights of system subcomponents that may be needed on sight, any specific government furnished items, i.e. VoIP Capable Telephones, standard phone to VoIP adapters etc. In addition, the following response information is highly desirable: details regarding Technology maturity, quantity produced, environmental qualifications, and development/production lead times. If available, the vendor should provide commercial price lists. Responses must be submitted electronically to the following e-mail addresses: Wallace.reed@navy.mil and paul.d.boyer@navy.mil and dana.phillips@navy.mil. All correspondence shall contain the subject line that reads, Voice Over Internet Protocol (VOIP) Services RFI. Attachments shall be in .pdf and/or Microsoft Office document formats ONLY. Attachments with files ending in .zip or .exe are not allowed since they will not get through e-mail filters. Additional Information to be provided: • Company Name and Address • Point of Contact (to include phone/e-mail) • Cage Code • NAICS Codes • Business Size and Status • Type of Small Business (if applicable, i.e. 8(a), woman-owned, HUB zone, etc.) • Label any information that is considered proprietary • Electronic submissions Microsoft Office or Adobe PDF format NSWCDD may request further information regarding the capabilities of respondents to meet the requirements as deemed necessary. Eligible partners who may respond to this synopsis include companies, public and private foundations, non-profit organizations (including universities) and state or local government organizations. NSWCDD requests offerors' responses NO LATER THAN 12:00 PM EST 14 February 2019; early submissions are allowed and encouraged. Information received shall be treated as Business Sensitive and will not be shared outside Government activities and agencies without permission of the provider. Any information supplied under this RFI shall be provided free of charge to the Government. Information and materials submitted in response to this request will NOT be returned.
