The Naval Surface Warfare Center intends to award a sole-source, cost-plus-fixed-fee contract to GVI, Inc. for the logistical maintenance and support of the COLTS software and its connected UID and pRFID systems. The work requires providing total asset visibility with specific tracking and interface capabilities. The contractor must maintain a SECRET facility clearance, and all personnel providing direct technical support must possess a minimum DoD SECRET clearance. This is a sources sought notice, and the government will consider responses from all interested parties, but it is not a competitive solicitation. All interested sources must submit a summary of their capabilities by 4:00 PM on 19 January 2026.
