Inactive Total Small Business Set-Aside (FAR 19.5)

The Naval Surface Warfare Center Indian Head Division in Indian Head, Maryland, intends to award a firm fixed-price contract for nationwide electronic fingerprint collection and submission services using Secured Web Fingerprint Transmission (SWFT) standards. The contract is a Full and Open Small Business Set-Aside with a base period from February 25, 2026, to February 24, 2027, plus four one-year option periods extending performance through February 24, 2031. The contractor must support up to 900 personnel scans per year, not exceeding 40 per month, at its existing locations. Quotes will be evaluated on a lowest price technically acceptable (LPTA) basis, with the technical factor being most important, and the government intends to award without discussions. The contractor must provide access to its web-based collection system and be registered in the System for Award Management (SAM).
