SYNOPSIS OF MICRO-ELECTRO-MECHANICAL SYSTEMS (MEMS) This synopsis is provided in accordance with FAR 5.204 Presolicitation notices. The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Department, Code 02 intends to award a contract for an Applied Research Effort in Fuzing & MEMS Technology on a sole source basis to Energetics Technology Center, Inc (ETC) (CAGE 4RZ92), located at 4185 Indian Head Highway, Indian Head, MD 20640. ETC is the only qualified vendor capable of providing this service in support of Applied Research Efforts in Fuzing & MEMS Technology and is a logical follow on in accordance with FAR 6.302-1(a)(2)(ii). The intended contract will consist of one (1) base year and four (4) option years. This synopsis is for information purposes only. The proposed contract action is for services the government intends to solicit and negotiate as a sole source effort under the authority of FAR 6.302-1. The Naval Surface Warfare Center Indian Head Division (NSWC IHD) requires a contractor who is capable of providing the following on behalf of the United States Navy (USN): materials, tooling and equipment necessary to fabricate, perform in-process and acceptance test, and package the hardware parts. The contractor shall provide copies of all material sources (manufacturers and vendors), certification documents, and quality assurance (QA) testing of material inspections. The Solicitation will be restricted under 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. ETC is the only qualified vendor capable of providing this proprietary Applied Research Effort in Fuzing, Energetics, MEMS and Micro-explosive Train Concept Development and Testing, Weapons Fuzing Analysis and Ordnance Technology Development. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 3204(a)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
