Sources Sought for Ordnance Operations Support This is a Sources Sought Notice. This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this notice. The U.S. Government is not obligated to notify respondents of the results of this notice. If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. No award will be made as a result of this Sources Sought Notice. The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is currently seeking sources to provide manufacturing and technical expertise services in all areas relative to energetics development and manufacturing. NSWC IHD has a requirement to provide operators, technical, administrative, and project management personnel, to support the following primary areas of energetic materials (propellants, explosives, pyrotechnics, and other materials which can generate explosive hazards) operations: · Energetic Materials Operations Support · Functional and Administrative Support · Quality Assurance Support · Logistics and Ordnance Inventory Management Support NSWC IHD is the sole manufacturer for several critical fleet programs. With surge requirements larger and more expedited than those that have been seen in the past, all phases of production required to support these requirements have increased as well. In order for NSWC IHD to be positioned to meet these needs, specialized capabilities in energetic and explosive manufacturing from subject matter experts (SME) in all areas of production processes and management is required. In addition, processing assistance on critical munitions programs, predictive maintenance schedules, and continuous improvement programs is imperative to assist in expanding execution and efficiency on programs. In responding to this Sources Sought Notice, respondents should provide the following information: • A description of the item(s) that may be offered, should the government pursue procurement of these services. • Past performance in providing the requested and/or similar services, • A description of the respondent's technical and manufacturing capabilities, • A description of the respondent's safety plan and any additional safety certificates, • Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
