The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) has a requirement for multiple indefinite-delivery, indefinite quantity supply contracts to provide hardware, materials, supplies, and training services to support Foreign Military Sales (FMS) requirements. These supplies shall include commercial-off-the-shelf (COTS) items. These items will be in support of Explosive Ordnance Disposal (EOD) and Counter Improvised Explosive Device (CIED) requirements identified in signed Letters of Offer and Acceptance (LOA). NSWC IHD has been tasked to develop a faster method to procure materials and services required to support partner nations on FMS procurements. FMS cases frequently require delivery of equipment within 18 months of implementation. Existing contract processes can consume a large percentage of that time. Medium to long lead time for manufacturing and shipment to countries can also consume a large portion of the available time. The purpose of this effort is to award up to three multiple award Indefinite Delivery Indefinite Quantity contracts to support the FMS requirements, as establishing this multiple award contract vehicle can aid in solving these schedule issues.
