The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is seeking potential sources to provide strategic counsel, planning and execution of communication for NAVSEA internal and external communication and is responsible for promoting and marketing the successes of NAVSEA’s over 33 commands and 83,000 employees to the Naval Sea Systems Commands (NAVSEA) SEA 00D Public Affairs Office. REQUIREMENTS: See attached DRAFT Statement of Work (SOW) The Contract Type is anticipated to be Cost-Plus-Fixed-Fee (CPFF), with an estimated total level of effort of approximately 74,000 man-hours over a period of five (5) years. The Government anticipates this award being a WOSB direct source award with the NAICS code 541820. The following are the anticipated key labor categories under this requirement: Communications Manager Speechwriter Sr. Writer/Editor Videographer Photographer Multi Media Producer Exhibit Manager Public Affairs Assistant It is requested that interested businesses submit a brief capabilities statement (no more than 10 pages in length, 12-point font minimum) demonstrating ability to perform the services listed in the attached SOW. This documentation should address prior/current experience performing efforts of a similar size and scope within the last 3 years, including contract number, organization supported and indication of whether as a prime or subcontractor. If company is a small business, documentation must also address company’s ability to perform at least 50% of the work.
