Research Development and Integration (RDI) Project Advanced Ground Truth Mid- and Long-wave Infrared (MWIR and LWIR) Spectrometer Development This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Department, Code 02 intends to award a contract for the further development and advancement of the IARPA SILMARILS TRL 4/5 high performance spectrometer (HPS) prototype on a sole source basis with Block Mems, LLC. (CAGE 3FMQ0), 132 Turnpike Rd STE 110 Southborough, MA, 01772-2129. Block MEMS, LLC provides propriety laser-based infrared (IR) spectroscopy technology and has designed, developed and maintains a unique high performance spectrometer. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
