THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A QUOTE (RFQ). A RFQ WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. NSWC, IHEODTD Indian Head, intends to award a contract on a noncompetitive basis to OXFORD VACUUM SCIENCE LIMITED for the following: Minimum Technical Requirements Vacuum System for Metals Deposition 1. Bench-top high vacuum system. 2. Foot print of the unit not exceeding 25”x28” 3. Low maintenance turbo pump preferred 4. Vacuum of the system better than 5x10-3 mTorr. 5. Thickness monitor with quartz crystal. 6. Capable to deposit metals (Al, Ag, and Au) to make layers up to 1 micron thick. 7. Metal evaporators included. 8. Movable shutter to separate crucible from the samples stage. 9. Automatically controlled evaporation operations. This action is to be undertaken in accordance with FAR 13.106 (b) Soliciting from a single source, on the basis that the vendor is the only known source capable of meeting the government’s requirements. A compact, vacuum deposition system is required for thermal deposition of metals (Al, Au, and Ag) on optical windows. Thin, controllable thickness metal layers on various glass disks are needed for fabrication of experimental targets for shock wave research. The system offered by the Oxford Vacuum Science Ltd. (OVS Ltd.) meets all technical specifications for performing the required functions. In particular, it has: (i) a small footprint, (ii) a compact turbo pump reaching the required vacuum, (iii) a quartz thickness gage, (iv) a shutter to control evaporation, and (v) an automatically controlled process. The following steps has been undertaken to identify the right vendor: (1) PI familiarity with the market, (2) Recommendations received from other Government & Academia users, (3) Ability to meet our requirements. Market research was conducted and two other vendors were identified. However, the received information indicated that vendors can provide either large units (e.g., Denton) or small units, but without advanced features – shutter and automatic control – (e.g., Ladd Research). The OVS Ltd. is an exception that can provide a technically sound system with all required specification. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this electronic notice must be made by 3:00 pm EST on 16 July 2020. Qu Questions/clarification regarding this requirement must be submitted via email by 11 July 2020 3:00 PM EST. Oral communications are not acceptable in response to this notice.
