NSWC, IHEODTD Indian Head, intends to award a contract on a noncompetitive basis to Loksak, Inc. 6507 Marbell Dr. Naples, FL 34105 for the following: STATEMENT OF WORK CBRN Containment Bag 5/1/2020 INTRODUCTION The requiring activity is the Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head, Maryland. The NSWC IHEODTD requires one thousand (1,000) 36” x 24” CBRNSAK with black double zipper closure and fold over adhesive seal. DESCRIPTION OF MATERIALS The Government requires one thousand (1,000) 36” x 24” CBRNSAK with black double zipper closure and fold over adhesive seal. MATERIAL DELIVERY AND WARRANTY The contractor shall deliver the CBRNSAK to: NSWC IHEODTD ATTN: Anthony Kummerer 2008 Stump Neck Road Indian Head, MD 20640 Partial shipments requested, 25 units in first shipment and 975 units in second shipment. The standard commercial warranty shall be provided. The warranty, at a minimum, shall include all items under this contract. These items shall be free from defects in material and workmanship. If a discrepancy is found within ninety (90) days of receipt, the contractor shall be notified in writing and the items returned for replacement at no cost to the Government. PERIOD OF PERFORMANCE The CBRNSAK shall be delivered in two shipments, twenty five units within sixty (60) days from the date of contract award and 975 units within one hundred twenty days (120) days from the date of contract award. This action is be undertaken in accordance with FAR 13.106 (b) Soliciting from a single source, on the basis that the vendor is the only known source capable of meeting the government’s requirements. A comparative evaluations was performed on eight different containment bags; the CBRNSAK was the bag that came closest to meeting all of the requirements (Test Report: Chemical-Biological (Chem-Bio) Containment Bag, NSWC IHEODTD, April 2020). Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
